Case study 01

Sovereign AI and Cloud Infrastructure

Directing the build-out and governance of a sovereign AI cloud platform within the NEOM environment and the wider KSA Vision 2030 context.

Sovereign AI infrastructure is as much a governance problem as an engineering one. The platform had to be built while the technology underneath it was still changing, and while the organisations depending on it were forming their own expectations of what it would do.

The work therefore concentrated on making accountability explicit: who decides, on what evidence, and by when. That discipline is what allowed a programme of this scale to move at pace without losing control of cost, risk or assurance.

Context

Sovereign AI and cloud programme delivery within the NEOM environment and the wider KSA Vision 2030 context. The programme established an AI and cloud platform intended to carry national-scale workloads, spanning multiple vendor ecosystems and a multi-phase delivery roadmap.

Strategic challenge

A sovereign AI platform has to satisfy competing demands at once: technical depth across unfamiliar and rapidly moving infrastructure, regulatory and cybersecurity assurance, multi-vendor coordination, and executive confidence in a programme where scope and technology were still maturing. Clarity had to be created while complexity was still increasing.

Towseef's responsibility

Towseef held programme leadership for the platform build-out, with authority spanning cloud engineering, cybersecurity, business operations and procurement, and served as the primary interface between technical delivery and senior leadership.

Leadership was exercised through explicit accountability and disciplined governance rather than through technical direction alone. Delivery was structured into phased programmes with defined decision points, vendor performance was governed against contracted outcomes, and executive reporting was standardised so that decisions rested on evidence rather than on narrative.

Case study 02

High-Value Programme Governance

Financial and executive control across a portfolio exceeding SAR 700M, including a SAR 550M flagship programme.

Financial governance at this scale is a leadership instrument, not an administrative one. How capital is structured determines how quickly an organisation can act, and how much technical integrity survives contact with the approval process.

Phasing high-value programmes preserved both: decisions could be taken on evidence, at a pace the organisation could actually sustain.

Context

Governance of a technology transformation portfolio exceeding SAR 700M in value, within which a SAR 550M sovereign AI cloud programme formed the flagship engagement.

Strategic challenge

High-value programmes stall when capital approval cycles move more slowly than delivery needs to. Large single-tranche investments attract extended scrutiny, while vendors, risk exposure and compliance obligations continue to accumulate. The challenge was to maintain roadmap integrity without allowing approval mechanics to dictate the technical outcome.

Towseef's responsibility

Towseef held financial and portfolio governance accountability, covering CAPEX strategy, vendor and contract governance, risk, compliance and executive reporting.

Leadership approach

Programmes exceeding SAR 150M were re-engineered into phased workstreams aligned to the SAR 50M CAPEX approval threshold, allowing investment decisions to be taken in sequence rather than as a single commitment. Vendor performance, risk and compliance were governed on a standing cadence, and steering committees were run so that executives received a consistent evidence base.

Case study 03

Mission-Critical National Infrastructure

Technology infrastructure supporting Qatar's national mega-projects and the FIFA World Cup 2022 delivery environment.

Reliability under a fixed national deadline is a discipline rather than an achievement. The date does not move, the sites multiply, and the tolerance for interruption is effectively zero.

Standardisation was the answer: environments that could be deployed the same way every time, governed through a service model that made failure visible early enough to act on.

Context

Mission-critical technology infrastructure supporting Qatar's national mega-projects and the FIFA World Cup 2022 delivery environment, delivered across multiple concurrent construction and development sites.

Strategic challenge

Construction environments supporting a fixed national deadline cannot absorb technology failure. Sites were geographically dispersed, commissioned at short notice, and operating under sustained delivery pressure, while the underlying programme date could not move.

Towseef's responsibility

Towseef directed enterprise IT for the group delivering these projects, holding accountability for site technology environments, operational continuity and the infrastructure estate supporting them.

Leadership approach

Standardised, rapidly deployable site environments were established so that new locations could be brought online predictably rather than improvised. Redundancy and disaster recovery were designed into the estate, and operations were governed through ITIL-aligned change, incident and problem management with SLAs enforced for internal and external stakeholders.

Cloud, ERP, identity and cybersecurity transformation across a diversified corporate group, with documented savings exceeding SAR 10M.

The measure of enterprise transformation is not the technology introduced but the value that remains once the programme ends.

Each initiative here was judged against that standard: cost genuinely removed, control genuinely strengthened, and continuity that held when it was tested under conditions nobody had planned for.

Context

Enterprise technology strategy, architecture and infrastructure for a diversified corporate group operating across construction, hospitality, healthcare, manufacturing and technology.

Strategic challenge

A diversified group accumulates divergent systems, inconsistent controls and duplicated cost. Transformation had to deliver measurable commercial value while raising the security and continuity posture of the whole estate — without disrupting operating businesses that had little tolerance for downtime.

Towseef governed enterprise technology strategy and the infrastructure portfolio as IT Project Manager and Acting Head of IT, directing programmes across the group.
